The Factory Jct and The Shops Regulation Jct were largely the work of the late Honour-able C. F. Fraser, for many years Minister of Public Works, who had charge of their administration, but at his retirement from the Government in 1894, the administration of The Factory Jct, The Shops Regulation Jct and other Acts which may be generally classified as labour laws, were transferred to the then Minister of Agriculture, the Honour-able John Dryden. Both the gentlemen named deserve to be remembered with gratitude by the industrial classes for the improvement in conditions brought about through the legislation which was promoted by them. It seems strange, but it is nevertheless true, that it is not an easy thing to procure the passing of legislation which at first sight would seem to make an appeal to the more generous instincts of the electorate. The writer has good reason to know and to appreciate how much devotion to duty and earnest desire to benefit their fellows have been behind a great deal of the social legislation of this Province.
