Health has special power to make regulations, and following the example of the English health bodies, has been striving by educational methods to induce the persons who may be suffering from or who have been exposed to infection to submit themselves to proper advice and treatment, which is freely given through the local health authorities.

It is the duty of every citizen to assist the health authorities in the enforcement of the health laws and to follow with an intelligent interest the progress of sanitary science and the efforts which are being made to prolong human life, to diminish pain and suffering and to protect the general public health.
