CHAPTER IX.

REFORMATORY INSTITUTIONS AND
INDUSTRIAL REFUGES.

In 1879 the Andrew Mercer Reformatory for females was established for the reception of females sentenced to imprisonment for any period less than twenty years, and in connection with the reformatory there was established an industrial refuge for girls under the age of fourteen years, with the provision that the Inspector of Prisons might upon application to the Superintendent of the reformatory direct the removal to the refuge of any girl under sixteen years confined in the reformatory for any offence against the laws of Ontario. Those who remember the work carried on among the inmates of the refuge by some very noble women who were in charge there will be able to realize to some extent the patience and self-sacrifice displayed, but the associations of the place were unfortunate and it became evident that better
